Are All Panamanians Crazy?

I went to Panama with a pretty bad handle on Spanish, but I did at least know the basics. So I kept hearing people call each other loco, and I finally realized that they use loco like we say guy. Then I gathered that they also use loco to mean "cool." It was fun to see a word I knew the literal meaning of, but in different situations. But honestly, at first I thought they were really talking about "crazy" people!
